The localized ceasefire in the Kherson region ended on Sunday after Russia refused an extension, with Ukrainian officials saying it expired at 11 p.m. local time. Russian strikes on energy infrastructure left tens of thousands of households across Ukraine without power, including in Kyiv. Emergency power cuts took effect in Kyiv and the surrounding region. Russia said it struck a military facility in the Odesa region and a cargo vessel 58 km south of Odesa.
After the truce ended, Russia said its emergency alerts app was hit by a cyberattack, hours after Ukraine reported its air raid warning system was hacked. Unidentified hackers later breached air alert apps in Ukraine and Russia, sending fake messages warning of nuclear attacks to millions of users. In Ukraine, 122 fake alerts appeared in seven minutes, while similar warnings were issued to Russians three hours later. Officials in both countries confirmed the apps were hacked and temporarily disabled push notifications.
Zelensky said preparations for talks with the US and Russia were underway after meeting Turkey's Recep Tayyip Erdogan. First Lady Melania Trump would host Russian and Ukrainian representatives at the White House after securing a localized ceasefire in Oleshky earlier this month. Zelensky awarded Trump the Order of Princess Olha, 1st Class, for brokering a temporary ceasefire there. The meeting was scheduled for Thursday. Zelensky said he spoke for 90 minutes with US special envoy Steve Witkoff and Jared Kushner ahead of trilateral talks slated for November 10 and 11.
